Sioux Falls Development Foundation awarded $100,000 from the Governor’s Office of Economic Development for workforce recruitment

The Sioux Falls Development Foundation is proud to announce they’ve been awarded a $100,000 workforce recruitment grant from the Governor’s Office of Economic Development.

“It’s no secret that workforce is the biggest challenge for businesses right now,” said Bob Mundt, President and CEO of the Sioux Falls Development Foundation. “As the leading organization dedicated to improving the economy of Sioux Falls, we’ve been proud to offer innovative workforce programs, but this grant funding gives us the opportunity to do even more, and that’s something we’re really excited about.”

In August, the Governor’s Office of Economic Development (GOED) announced a workforce recruitment program to inform out-of-state job seekers that South Dakota businesses are hiring. Communities throughout South Dakota were invited to apply for funding, which was distributed based on the partnership commitment and the quality of jobs available. The initiative is a co-op matching grant, meaning the funds distributed by the state must also be matched by the receiving economic development organization.

The initiative has two components: marketing funding and workforce incentive funding. The marketing dollars will be spent on digital ads to recruit people to join the Sioux Falls workforce.

The Sioux Falls Development Foundation plans to use the workforce incentive dollars to build an upskilling program in partnership with Southeast Technical College. The two organizations will work together to identify critical-need areas in which existing members of the workforce could be trained – also known as ‘upskilling’ – to perform higher-paying, higher skill level jobs. These areas could include: healthcare, building trades, cybertechnology, and biotech.

“Southeast Technical College is excited to partner with the Sioux Falls Development Foundation to continue to fill the workforce needs of our region,” said Robert Griggs, President of Southeast Technical College. “Our organizations have a long history of working together, and we are thrilled about developing another avenue to help fill the gap in the workforce pipeline.”

The grant also requires that businesses participating in the workforce upskilling program also provide matching funds. This allows businesses to receive upskilling for their employee(s) at a fraction of what the cost would be under normal circumstances.

The Sioux Falls Development Foundation anticipates launching their marketing campaign and workforce upskilling incentive program in March 2022.

Northeast development park that’s nearly full starts on expansion

A development park in northeast Sioux Falls that has filled up with new businesses this year is going to grow from 100 to nearly 280 acres.

Park VIII is located between Benson Road and 60th Street North, Interstate 229 and Sycamore Avenue. It dates back to the mid-2000s but initially was slow to gain traction, in part because of limited access. That’s changing.

“60th Street North now connects to Veterans Parkway, which also now connects to Interstate 90, so that’s been key,” said Dean Dziedzic, vice president of economic development for the Sioux Falls Development Foundation. “It already has easy access and visibility to Interstate 229, and now with our next phase, we’re building out Bahnson Avenue, which I think will mean the land will sell quickly. And it’s a supply-and-demand situation. We just do not see large nonrail sites on the market.”

To put the demand in perspective, of the 625 acres in the foundation’s inventory, 160 acres are shovel-ready. Of that, 100 acres sit along rail lines.

Businesses looking for nonrail, noncontiguous sites can look at smaller lots ranging from 2 to 18 acres – but that’s it. In Park VIII there currently are 16 acres available with a couple of deals in process for small parcels.

“As a community, we don’t have a lot in nonrail industrial sites, so the investment into Park VIII will bring roughly 180 acres of contiguous nonrail lots online,” said Mike Gray, the foundation’s director of business expansion and retention.

One reason for the expansion is the strong interest Park VIII has drawn within the past year.

B&F Fastener Supply, which is based in Minnesota and began its Sioux Falls office in 2008, moved into a new 26,000-square-foot building in Park VIII in July.

The family-owned business is an industrial supply wholesale distributor that specializes in fasteners but can provide many industrial-related products to Sioux Falls and the surrounding area.

“We started with zero customers here. We literally just took a chance, and 2008 was a very challenging time to do that, so kudos to the family for being willing and able to take a risk because it’s really worked out,” said Ryan Shaw, B&F’s executive vice president of sales.

“Sioux Falls has been a fantastic market, and the team there is showing no sign of slowing down. They’re doing great things, and they’ve had tremendous growth.”

The move to Park VIII is the company’s third office since opening in the market. It primarily consists of warehouse space, with some office, and will include about a dozen employees in a combination of sales, customer service and warehouse roles.

“We saw the land as a developing area, and we look for industrial parks with like-minded companies to fit into,” Shaw said. “We feel it’s a good fit. We’d outgrown our previous location, and this will help fuel our future growth.”

The B&F Fastener team calls the new location “a castle,” he joked.

“They love it. There were real space restrictions previously because of our growth and the former location’s layout, so this is phenomenal,” he said. “There’s space to breathe and grow and get our day-to-day operations done more efficiently. It’s especially nice as our team has been barraged with other challenges and continues to navigate them well. We’re just really thankful for them and thankful this location came together for them and for our company as we continue to grow in Sioux Falls.”

Other growing companies also have been buying land and existing buildings at Park VIII.

Grand Prairie Foods acquired a 50,000-square-foot warehouse and office building earlier this year to support its growing breakfast sandwich business line and position it for future growth.

For 18 months prior, the company had been hauling inventory back and forth to a warehouse in Sioux City, “so it’s a nice fit for our business to be able to consolidate a lot of food inventory in one location,” CEO Kurt Loudenback said in announcing the move in early 2021.

The extra land could be used if the company decides to expand production at some point, he added.

Other newcomers to Park VIII include an expansion for a Sioux Falls wholesale provider of winter apparel and a California-based light manufacturer.

The expansion will include building Bahnson Avenue from Benson Road near the Sioux Falls Area Humane Society north to 60th Street North. The plan is to begin grading the 180-acre expansion as soon as the ground thaws in the spring, to be done by July 2022. Other infrastructure work is going to be bid late this year or early next, with the goal of finishing the road work by October 2022.

“These are predominantly going to be large lots, but there will be a lot of flexibility,” Gray said. “We’re looking to target large users, 40 to 60 acres, but there is still opportunity to subdivide.”

While the property is zoned for heavy industrial, warehousing, distribution and advanced manufacturing, “it’s also a gateway to the community,” Gray continued.

“Sanford Health headquarters and Sanford Research are on the other side of the interstate. So we want to target complementary users. Aesthetically, we want to see some nice-looking buildings. Based on what we’re hearing from businesses, we do think there’s going to be interest.”

This past Friday, November 5th, the U.S. Department of Commerce awarded Rock Nelson, the Executive Director of South Dakota’s International Trade Center, the 2021 President’s “E” Award for Outstanding Export Service Provider at a ceremony in Washington, D.C. The President’s “E” Award is the highest recognition that any U.S. entity can receive for making a significant contribution to the expansion of U.S. exports.

The “E” Awards Committee was very impressed with South Dakota’s International Trade Center’s delivery of a variety of trade events over the past several years. Logistics Companies in Expansion Mode Find Fast Success at Foundation Park

Nordica Warehouses & Lineage Logistics are in expansion mode

It started with 200,000 square feet.

Then an additional 105,000 square feet.

And Nordica Warehouses wasn’t done yet.

In the past year, it has added another 200,000 square feet of warehouse space at its Foundation Park location in northwest Sioux Falls.

“So we’ve grown a little bit,” president Dan Afdahl said.

“And it’s not full. But it’s getting there.”

Nordica has space for another 105,000-square-foot building, “and I would say within the next year or two at the most we’ll probably add that,” Afdahl said.

The success of Nordica highlights multiple advantages enjoyed by the logistics industry in Sioux Falls as a whole and at Foundation Park specifically.

It offers rare access to rail transportation, sits near the intersection of two interstates and has established infrastructure to accelerate building.

“The early success of this industry at Foundation Park has been fantastic,” said Dean Dziedzic, vice president at the Sioux Falls Development Foundation.

“It’s very expensive to get into this business, and so many businesses want to use a third-party provider, that companies making the investment in warehousing and logistics are seeing demand for their services.”

In addition to Nordica, Lineage Logistics is in expansion mode.

The Michigan-based logistics company is a global industry leader that earlier this year acquired Win Chill, which was the inaugural business at Foundation Park when it opened in 2018.

Lineage Logistics is made up of newer cold chain industry players as well as local and regional family businesses.

Its current expansion will add about 130,000 square feet, bringing the facility to more than 450,000 square feet of freezer storage.

 

“Their master plan was to get to as much as 800,000 square feet, so they can still put more out there, plus we have additional land to the west, so there would be opportunity to add on to meet demand,” Dziedzic said.

For Nordic, the 500,000 square feet at the Foundation Park operation represents about half of its total warehousing in Sioux Falls. Adding more will require more land.

“If you want to build a big building, there just aren’t any building sites around. There’s dirt, but you have to have the infrastructure – roads and utilities – and that’s what’s out there,” Afdahl said of Foundation Park.

The company’s growth is being driven primarily by new clients, with about 25 percent coming as current customers expand. Nordica specializes in storing cardboard boxes and other raw materials going to manufacturing plants.

“We’re kind of the only show of that kind for warehousing in the region,“ Afdahl said.

Foundation Park has land available, but it’s being spoken for quickly.

Amazon has its new fulfillment center under construction, and CJ Foods plans to break ground later this year on its food processing facility on the north end of the development park.

There are four sites remaining that have rail access, and more property will be opened up as the north end of the park is developed with infrastructure this year.

“What we’re seeing in terms of our development pipeline is interest from bigger users looking for larger parcels and planning more square footage than we’ve historically seen in Sioux Falls,” Dziedzic said.

“And we are getting thin on nonrail sites, so we do need to expand north of the tracks. We probably can’t get there soon enough. Back in 2015, we were standing on a gravel road looking across the landscape at a lot of cornfields.”

The success of the park likely means additional opportunities for existing businesses that support industry, such as Nordica.

“They’re selling land and developing more land, and they’re bringing in people who all could be customers for me,” Afdahl said. “So I’m glad they’re doing it.”

A Transformational TIF

The Sioux Falls Development Foundation (SFDF) has worked with the City of Sioux Falls (City) for the past year to establish a Tax Increment Financing District (TIF) at Foundation Park. The TIF will help create 460-acres of shovel-ready industrial land located primarily north of the rail tracks. When the Park was created in 2015, the SFDF partnered with a consortium of banks to establish a line of credit to be able to construct the infrastructure necessary to develop the southern portion of the Park. The SFDF intentionally left the northern portion undeveloped until there was enough demand to justify development.

With the announcement from Amazon, the Foundation Board determined it needed to begin developing the area north of the tracks to be able to accommodate additional large users on non-rail sites. In consultation with the City, the SFDF began the process of establishing TIF District #23, the Foundation Park North TIF.

Essentially, the TIF allows the SFDF to utilize the future growth in property tax revenue from the district for TIF eligible expenses. The process involves establishing the assessed base value of all the property within the district before improvements and an assessed value after infrastructure build-out and private investment. The difference between these two values is referred to as the increment. Companies that build in the district pay 100 percent of their property taxes. These new tax revenues, the increment, are used over time to directly finance the TIF eligible costs within the district.

TIFs are a strategic process to finance large scale developments like Foundation Park North. It will provide the SFDF with developable land to sell, allow us to work with the City over time to install infrastructure, and provide for marketable shovel-ready sites moving forward. By having the infrastructure completed, we will create an ideal situation for additional tenants in the future.

Included in TIF eligible costs are site grading, access roads, sewer and water lines, drainage plans, detention ponds, electrical and gas line extensions, and an economic competitiveness fund to allow for flexibility within the district for future prospect needs. Grading on Foundation Park North could begin as early as this fall; with completion of all infrastructure planned by 2025.

In short, being able to use Tax Increment Financing to introduce 460-acres of shovel-ready industrial land at Foundation Park takes our community to the next level. It allows our community to be competitive in attracting, retaining, and expanding businesses in Sioux Falls. Additionally, it allows the SFDF flexibility when negotiating with companies and planning for future land acquisition.

I commend Mayor TenHaken and Councilors Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg and Soehl; and City leadership for their willingness to partner with the SFDF to support economic development in Sioux Falls. This is an exceptionally busy time for the SFDF. Foundation Park: Activity, Activity, Activity

The momentum at Foundation Park continues as represented by the following activities.

Foundation Court – The second phase of Foundation Court will complete the loop back to Marion Road. The project represents infrastructure of water, sewer, paving and lighting. It also opens the final phases of Foundation Park South with additional build-ready sites. The project is on track to be completed by the end of August this year.

Amazon – If you are anywhere near the northwest part of Sioux Falls, you certainly will see Amazon’s distribution center breaking the skyline. It seems this enormous building is being erected in record time, with several hundred local contractors on site.

Marion Road – Due to the Amazon facility, the City of Sioux Falls is currently making improvements to Marion Road. This will include additional turning lanes and signalization. As Marion continues north, the City is planning more improvements to Marion Road that will extend all the way to 258th Street.

Win Chill – Foundation Park’s anchor tenant continues to grow and expand. Their current expansion will add an additional 125,000 square feet of cold storage warehousing and represents their third phase since breaking ground on 54 acres in May of 2017.

Grading – It seems this is a never-ending task at Foundation Park. If you are out near the Park you will notice continuous grading. The grading will open more land for sale and potentially new tenants soon.

CJ Foods/Schwans – Engineering and site plans for this 700,000 square foot facility on 140 acres continue to move forward. This project will require infrastructure to be installed north of the railroad tracks. In the coming 12-24 months expect to see roads, water, sewer, utilities, fiber and again plenty of grading taking place.

Pipeline – We remain extremely pleased with the level of prospect activity and inquiries received with interest in Foundation Park. We would not be surprised to see more announcements as we enter spring and summer this year.

CJ Foods USA to Build World-Class Asian Food Production Facility in South Dakota

Major project to bring 600-plus new, full-time jobs to Sioux Falls, S.D.

(Los Angeles, Calif. — Jan. 11, 2021) CJ Foods USA Inc. (CJ Foods), a U.S.-based affiliate of global lifestyle company CJ CheilJedang (CJCJ), today announced its plans to build a new 700,000-square-foot Asian food production facility in Sioux Falls, S.D.

The new facility, planned for Foundation Park in Sioux Falls, will result in more than 600 new full-time jobs by 2025 and include automated state-of-the-art food production lines, a warehouse and distribution center, shipping and receiving docks, and office space. The project will represent an overall investment of several hundred million dollars over the course of construction and will be funded through operating cash flow. Further investments in the facility’s capabilities will be made as demand increases over the next several years.

All foods made at the production facility will be sold and distributed by CJ Foods and Schwan’s Company, a fellow U.S.-based affiliate of CJ Foods. The new South Dakota facility will represent an expansion of CJCJ’s Asian food production capabilities in North America, with CJ Foods already operating five Asian-style food plants in California, Ohio, New York and New Jersey and Schwan’s Company operating two in Texas.

CARES Act Grant Assists in Road Completion

A $1.9 million CARES Act Recovery Assistance Grant from the U.S. Department of Commerce Economic Development Administration will support water, wastewater and roadway infrastructure to support the development. The EDA grant will be matched with $478,830 in local funds and is expected to create 1,000 jobs and generate $200 million in private investment.

Process Begins to Establish Foundation Park North TIF

At the City Council meeting on September 15th, the Sioux Falls Development Foundation began the process of establishing a Tax Increment Financing (TIF) District for Foundation Park North.

The purpose of creating the TIF District is to proactively prepare for growth due to the increased interest being shown in South Dakota and Sioux Falls for economic development projects and shovel-ready land. Several lots have active options on them which is driving increased demand to bring the 450 acres of Foundation Park North on-line with infrastructure build-out.

“We don’t have new tenants or projects to announce at this moment, but we are very excited about the interest Foundation Park is receiving,” president and CEO Bob Mundt said. “There are several active deals underway in the park and no current deals are contingent on tax increment financing.”

The first step to establishing this TIF District is approving the boundaries, which the City Council did at its September 15th meeting. Next, the Planning Commission and City Council will be asked to review a Project Plan for the TIF.

“The Project Plan will detail how the TIF will be utilized to prepare the property for development and to stimulate the general economic health and prosperity of our state,” Director of Business Retention and Expansion Mike Gray said. “Those public meetings are expected to take place over the course of the next few months.”

Build-Ready Sites

Foundation Park was announced in 2015 with a vision of attracting major industries of all sizes. Win Chill, LLC was the anchor tenant that landed in the spring of 2017. That specific land sale triggered necessary infrastructure of roads, rail, water, sewer, utilities, and fiber. In essence, the first phase of Foundation Park was off and running. The key to successful land development is the availability of build-ready sites that provide land parcels of all sizes with all the named infrastructure.

The 80-acre sale to Amazon was crucial in many ways, obviously the large capital investment and creation of 1,000 jobs, in addition the requirement to build out and finish an existing road in the park. The timing of this deal was quite advantageous because it coincided with a planned mass grading project to open more available sites. Ultimately, the Development Foundation was able to blend the grading of the road for the Amazon site with the overall grading plan. Once complete, the Development Foundation will open an additional 200+ acres of graded sites with all the infrastructure to each individual site, resulting in an abundance of build-ready sites.

As mentioned, the Amazon sale and planned grading plan timing was perfect. “This large land sale to Amazon also offered the opportunity to apply for federal and state grants to offset some of the overall infrastructure cost”. The Development Foundation was appreciative and extremely fortunate to be awarded an Economic Development Administration, EDA, infrastructure grant of $1.9 million for the completion of Foundation Court. This road completes the loop in Foundation Park and will serve as a primary entrance and exit for Amazon’s truck activity. In addition, the Development Foundation also received a $200,000 Local Infrastructure Improvement Program, LIIP, grant from partners at the Governor’s Office of Economic Development. Again, these dollars will be beneficial in offsetting the remaining cost of the build out of Foundation Court.

In just a handful of years Foundation Park has gone from a vision to reality. City, State and Development Foundation leadership made some bold moves by believing and investing in a park that will change the landscape of industrial development for years to come. The ongoing activity and inquiries within Foundation Park is extremely brisk. The Development Foundation remains very confident that new projects will continue to land to help fulfill the organization’s mission of creating good paying jobs and strong economic development for the city, region, and state.

Sioux Falls Development Foundation sells 80 acres to Amazon.com

The Sioux Falls Development Foundation has completed its largest land sale to date at Foundation Park to Amazon.com Services Inc.

Amazon has purchased 80 acres at the corner of Foundation Park and Marion Road for future use.

“Their 80-acre purchase is the largest single purchase to date for Foundation Park and we look forward to watching the parcel develop as Amazon implements their strategy in South Dakota. This is the type of project City and civic leaders envisioned in 2015 when Foundation Park was started and we look forward to similar developments in the future.”

Additional details about the project will be announced by Amazon at a future date.

Development Foundation Connects Design Professionals with City Hall

City Hall Connections

The Sioux Falls Development Foundation, in partnership with the City of Sioux Falls, recently hosted two events targeting architects and engineers in the Sioux Falls area. These events were offered as part of the Development Foundation’s Business Retention and Expansion (BR&E) initiative, which focuses on local economic development opportunities.

Architectural and engineering firms work day-in and day-out to help grow our community. These professions work to design neighborhoods, business parks, buildings and so much more that contribute to Sioux Falls. One area the Development Foundation is focused on is the importance of developing relationships and strong communication between our private sector companies and public sector officials.

During a BR&E visit with an existing company in Sioux Falls, the Foundation learned about the company’s frustration with City Hall due to imposed requirements associated with their expansion project. The Development Foundation discovered there was a miscommunication between the City, the contractor, the engineering firm and the company. As it turns out, the requirements that formed the basis of the company’s frustrations were in fact not required. This resulted in financial savings for the company and a better working relationship with City Hall.

On January 22 and February 11, architecture and engineering professionals were invited to attend an Open House event with the City’s Planning and Development Services Department to learn what’s new with permitting processes and plan reviews and to interact with the individuals that work at the City on these projects. These events marked one solid step forward in cultivating strong relationships between our business sector and the City of Sioux Falls, so that when companies make investments to expand, they have a great experience.

March Offers Up Brisk Land Sale Activity

The Sioux Falls Development Foundation experienced one of their most active months in land sales, with three individual projects in three different parks. Even though each sale had been in the works for quite some time, it was reassuring that each deal closed on time as planned.

Nordica Warehouses, Inc. exercised their option and acquired an additional 12 acres in Foundation Park. Nordica started building in Foundation Park last year with a 200,000 square foot warehouse. Before completing that first phase they pulled the trigger on Phase II, which represented an additional 105,000 square foot expansion.

The big draw to that site was that they were looking to take advantage of rail services; being able to have BNSF deliver product to their warehouse on a larger scale basis

Plans for the new 12-acre site to the west is for 200,000 additional square feet, with the capability for further expansion in the future. Phase III construction is slated to begin this summer.

The second land sale included 39 acres of commercial (C-4) land in Campus Crossing near the northwest Wal-Mart. This property was originally zoned light Industrial (I-1) prior to the I-29 Marion Exit being constructed. The City determined the proper zoning for this land to be commercial. The Sioux Falls Development Foundation sold land to Wal-Mart in 2011 and subsequently two surrounding out-lots.

The Development Foundation’s Real Estate Committee recently made the decision to focus more attention on industrial development and the creation of primary jobs. This decision allowed the Foundation to market and list a 32-acre parcel and the two remaining out-lots in a bulk sale. A group of investors acquired the three parcels and will begin master planning for buildout and development.

The third sale in March took place in Sioux Empire Development Park (SEDP) VIII West, at the corner of I-229 & Benson. This represented a 21.74-acre land sale. This parcel was undeveloped and sold without any existing infrastructure. The Real Estate Committee made the decision to move forward with selling this entire parcel, mostly because it represented a challenge for industrial development with the access options and the topography of the land. The dollars from this sale will assist in developing and marketing land in SEDP VIII along I-229.

The activity and land sales in March provided a great deal of support to the bottom line and operations. As mentioned, these projects were in the works for quite some time leading up to their ultimate closing. It offers a great reminder why attraction and recruitment need to happen around the calendar; we never know when our economy will take a turn. Even with the current situation we remain optimistic with potential land sales. Some projects have taken a pause to reassess; but overall, we’re optimistic, and committed to working each project on their own timeline.
