Jeff Eckhoff – City of Sioux Falls

Jeff is the Director of Planning & Development Services for the City of Sioux Falls. The department oversees planning, zoning, building permits and inspections, housing, code enforcement, neighborhoods, historical preservation and arts.  Prior to the city Jeff served seven years as the State Director for the South Dakota Small Business Development Center and oversaw seven offices across the state that provided business advising to over 2,000 clients a year.  Jeff also served 16 years as the Executive Director for the Lincoln and Minnehaha County Economic Development Associations, which was the regional development department for the Sioux Falls Development Foundation.  Jeff lives in Sioux Falls and he and his wife have two grown children.

Tom Jarding

Tom Jarding – President of HBASE, CEO of Jarding Construction

Tom Jarding was born and raised in Sioux Falls, SD, and attended Augustana University and Dakota Wesleyan University. After graduating, he worked two years in the banking industry before coming back to the family business in the construction sector. He spent 10 years with Jarding Construction in the roles of drafting, pre-construction services, project management, and business development. He was the 2021 President of the Home Builders Association of the Sioux Empire.


Joan Franken

Joan Franken – Costello Companies

Joan is one of the owners and the Managing Director for Costello Companies and has been with the company for 26 years. She has been involved in and overseen the development of 48 affordable housing apartment complexes in South Dakota and Wyoming, creating 1,975 units of affordable housing in several communities.  She oversees the management of 5,200 apartment units in South Dakota, Nebraska and Wyoming and land developments with single family, multifamily, commercial and industrial lots in Sioux Falls, Harrisburg and Hartford.  She volunteers as an active board member on several housing related organizations both locally and nationally.
